Duties, timelines, hallmarks and recourse — what actually differs, and what doesn't.
A great deal of the world's fine jewelry is made in a handful of places, and has been for centuries. Surat, Jaipur, Antwerp, Valenza, Bangkok. If you have bought fine jewelry before, there is a reasonable chance it was made in one of them regardless of whose name was on the box.
So the useful question is not whether buying from an overseas workshop is safe. It is which specific things genuinely change when you buy direct rather than through a domestic retailer.

Notice the pattern: the product does not change. The logistics do. Almost every genuine concern about buying overseas is a logistics concern wearing a quality-concern costume.
Sizing is the one to get right
Ring size scales are not universal. A US 6 is not a UK 6. If you supply a number without saying which scale it belongs to, you are relying on someone else guessing correctly — and on a made-to-order piece that guess is cast into metal.

Duties and taxes
Whether you pay import duty depends on your country, the declared value and the category. Many countries have a threshold below which nothing is charged; above it, duty plus local sales tax may be collected by the carrier before delivery.
Two practical points. First, check your own country's threshold before ordering rather than being surprised at the door — the rules are published and easy to find. Second, never ask a seller to under-declare the value. It is customs fraud, and it also voids the shipping insurance, which means an under-declared parcel that goes missing is a total loss.
What to verify before ordering
