Scalloping is done for a reason you can see from the side rather than from above. In a plain channel the wall of metal runs level with the girdle of each accent, which hides the lower half of every stone and returns light only from the top. Scooping the metal away between the settings exposes more of each diamond's side, so light enters from a wider angle and the row keeps its brightness even when the ring is turned away from a light source.
